You'll find the version I posted at the weekend on the wiki does pretty much what you stated. It just needs a little more testing before I update it on here.

As for licensing, most of the code I write is Open Source and I tend to use a BSD style license where possible so as long as you retain the Copyright on any work incorporating the code, you can make any changes and redistribute as necessary.

When you work in Rome as a gladiator, you don't complain to the lions about the working conditions. ;-) Restricted Internet access comes with working for a Fortune 100 company. :-( It isn't rational, but if one demands a rational employer, one has few options.

I've created a modified version that:
* Includes an option to work offline
* Offline use works from the most recently retrieved get-all.
* Offline use does not fetch all the favicon.ico.

In a tightly controlled environment,… fetching 1,000 icons each time the list is refreshed is too likely to draw undesired attention.

I like it. However...

I work in an office that blocks access to del.icio.us. (Sad, but true.) When I'm at home, I tell the widget to display ALL my del.icio.us bookmarks. When I'm at work, it would be really spiffy if, when I search on a tag, instead of first clearing the list and then telling me it can't reach the server, it would FIRST discover that it can't reach the server and then display its results from a local cache.

That would be major cool, and I'd give it 4 stars.
