As is the case with many widgets, command-click to drag (on Mac S X). I'm guessing control-click on that other OS. It repositions as expected (even on additional displays).
Very nice. Recognizes Browser pref.

Wouldn't let me drag and position it on the desktop, regardless of the window level setting.
