That sounds like you do not have the API enabled on your account. Make sure you enable the API in the "Account" tab of Basecamp.

I'm not sure what that is, I've never seen it take up an abnormal amount of the processor. If you could, email me at adrian {at} clearspanmedia {dotcom} and I'll happily work with you to find a solution.
