    To yoonminn, you don't need to worry about your locality - I live in Australia! The best time to observe any meteor shower is around dawn, regardless of your location. This is because at dawn your location on Earth is rotating into the debris that causes the showers, so it doesn't matter if your night is someone else's day. Also, you'll notice that dates are not exact - showers don't have a clean beginning and end, so the exact date isn't that important.
    Also, meteors tend to radiate from their radiant constellation, so if that constellation isn’t visible, you probably won't see much, e.g. here in the Southern Hemisphere Ursa Minor isn’t visible, so I don’t expect to see much during the Ursids shower. A planisphere or star-charting program will be able to tell you what’s visible.
