Your standard "connect the pipes" game. Click on a section of pipe to rotate it counterclockwise. The puzzle is solved when all pipe sections are green.
The level is generated in the "solved" state, and then each piece is rotated to scramble it, so yes, all boards are solvable, and (in some cases) a board can have multiple solutions.
